For both projects, Blackhawk will fast track the projects by early site planning, plug and play renewable alternatives, and producing long lead time materials such as structural truss systems. The scope of the projects will take into account geographic and security requirements while incorporating LEED standards to create a cohesive functional building to meet the rigorous conditions of the northwest environment. Features of these Design/Build new construction and renovation of the Border Patrol Stations will include, but not limited to, tactical and clerical offices, conference room, break/kitchenette area, gender specific locker rooms, training/muster auditorium, exercise facility, restrooms, and general and specialized storage (weapon, security, and training storage).

Design-Build METC HQ Building, Fort Sam Houston, Texas


Blackhawk was contracted by the USACE, Ft Worth Division, to provide the design and construction of the 25,733 sq ft Joint Base San Antonio METC HQ Building located within the National Historic Landmark District of Fort Sam Houston, Texas. The total gross square footage of the first floor is 13,080 SF; and the total gross square footage of the second floor is 12,653 SF. The Joint Base San Antonio Headquarters will house the METC Commanding General and administrative support staff. The building will house approximately 114 personnel and will include a secure C2 Integration and Support Center and a state-of-art, fully equipped Command/Executive Suite with secure communication connection.

The project also includes grading, support facilities, landscaping, and interior finishes. Supporting facilities include, but are not limited to, utilities, electric service, exterior and security lighting, fire protection and alarm systems, secure access, water, gas, sanitary sewer, walks, storm drainage, communication/data cable, onsite and offsite storm water collection system, and site improvements. Site accessibility for individuals with disabilities shall be provided. Antiterrorism/Force Protection (AT/FP) measures shall also be included in the facility design in accordance with applicable criteria. The building design shall accommodate the FF&E, including new furniture, audio/visual, and communication and IT equipment for all spaces. The project also requires the construction of a new 130-space parking lot. This Project is designed to achieve LEED Silver certification.

METC Parking Lot 5, Fort Sam Houston, Texas


METC Parking Lot 5 is the second Task Order awarded under the Design Build and Design Bid Build HUBZone Pool MATOC servicing the SWD District for the USACE, Fort Worth District.  The Design-Bid-Build Task Order requires the construction of the METC Parking Lot 5 built to accommodate 927 parking spaces. The scope included the relocation of an underground communication line west of the proposed parking lot, approximately 550 lf of existing water lines from the north side of the parking lot and approximately 1800 lf of existing sanitary sewer line located on the south side, northeast side and northwest side of the proposed parking lot prior to commencing the major site work required to prepare the site for the new parking structure. The site work included initial excavation for all site utilities including site electrical, communication lines and storm water infrastructure, import and placement of select fill material, compaction and grading prior to installation of curb and gutters and final grading and compaction prior to placement of asphalt.

Design-Build Training Support Center, Ft. Sam Houston, Texas


Blackhawk was selected by USACE, Ft Worth as the Design/Build Contractor for the Training Support Center at Fort Sam Houston, Texas. The project consists of the construction a 29,200 sq ft facility which includes 15,000 sq ft of warehouse area, 5,000 sq ft for Engagement Skills Training (EST) Classrooms, 1,400 sq ft for administration offices, with the remaining sq ft dedicated to administrative, mechanical, communication office, conference rooms and a Secure Storage Vault. The Training Support Center is constructed with a reinforced rib mat slab and rigid moment frame assembly consisting of pre-engineered metal frames and end wall columns. The perimeter walls and walls separating the warehouse and the training/administrative facility are constructed of concrete masonry units 14’-0” high. The entire facility is protected by a wet-pipe, automatic sprinkler system, with the warehouse area supported by a Class IV commodity rack storage design and layout. Solar photovoltaic panels will be installed on the southernmost end of the proposed facility which will provide additional power to the facility to meet the LEED energy conservation requirements. The building is designed to achieve LEED Silver Certification.

Design-Build One Company Fire Station, Ft. Sam Houston, Texas


Blackhawk was contracted by the USACE, Ft Worth Division, to provide the design and construction of the 10,710 square feet One Company Fire Station located at the intersection of Dodd Street and Winans Street on Fort Sam Houston in San Antonio, Texas. Blackhawk will oversee the Designer of Record, RS&H to complete a design that includes the fire station facility, vehicular circulation around the facility, vehicle parking spaces, and walkways. The facility also contains 2 apparatus bays, administration spaces, six bedrooms, laundry facilities, day room, training spaces, and kitchen/dining facilities and other support spaces. The support utilities include water, electricity, gas, sanitary and storm sewer, and communications/data cable, conduits and coordination. Landscaping will be provided to complete the project. This Project is designed to achieve LEED Silver certification.

Service Disabled Veteran Owned Small Business (SDVOSB) Multiple Award Task Order Contract (MATOC) for Design-Bid-Build and Design-Build Construction Services Within the Honolulu Engineer District Area of Responsibility


Blackhawk was awarded a Design-Bid-Build and Design-Build Construction MATOC to support the United States Army Corps of Engineers, Honolulu. Blackhawk will fulfill its role as Prime Contractor to provide construction, both Design-Bid Build and Design-Build, services for projects throughout the State of Hawaii. Projects under this MATOC may include demolition (including lead/Asbestos removal and disposal); Concrete; Masonry; Carpentry; Doors and Windows; Interior & Exterior Finishes; Specialties ( including Equipment & Furnishings); Fire Suppression; Plumbing; HVAC; Electrical; and additional areas as assigned by the USACE. Although recently awarded, Blackhawk has already been awarded 2 task orders under this MATOC.
