El Paso Intelligence Center (EPIC) HVAC Upgrade 2 at Biggs Army Airfield, Fort Bliss, TX

Blackhawk was contracted by the U.S Army Corps of Engineers, Fort Worth District for the replacement of heating, ventilating, and air conditioning (HVAC) equipment in the El Paso Intelligence Center (EPIC) building. The building is a high level security Drug Enforcement Agency Building that houses multiple branches of law enforcement at Ft. Bliss. The multiple agencies required specialized phasing that was not linear in progression. This required work on demand as work schedules became open. Also the current HVAC system was to remain on line during the entire project to maintain the environmental integrity for all computer systems within each agency. The transition between the old and new system were to be simultaneously transferred without interruption. This process occurred several times throughout the duration of the project. The HVAC replacement included equipment, HVAC controls, equipment electrical connections, ductwork, diffusers, test and balance and some minor architectural details. Equipment to be replaced included chillers, pumps, boilers, air handlers, computer room air conditioners, VAV terminals, heating terminals and fans. The project was completed in strict adherence to the work plan, meeting and exceeding all of the client’s expectations. Close-out documents included all warranties, warranty tags, operation manuals, and training on the system.
